北京华文学院非学历语言班学生退费有关规定

(一)退费标准及流程

1.报名费

所有学生缴纳的报名费,无论何种原因,一律不予退还。

2.学费退费

1)主动退费

申请的退学日期在六周以内:若学生申请的退学日期在到校学习日期起六周以内(以自然天计算,含六周),学费将按学生在校天数及学院收费标准进行核算、退费。

申请的退学日期在六周后:若学生申请的退学日期在到校学习日期起六周后(以自然天计算),学费一律不予退还。学院在开学六周后已经为学生安排了完整的教学计划、配备了相应的教学资源(包括师资、教材、教学设施等),且教学活动已正常开展,故不再退还学费。

2)插班学生原则上缴纳学费后不予退还。

3)被动退费:

依据《中华人民共和国出境入境管理法》的规定,来华外国留学生在校期间,严禁从事任何校外兼职、打工等与身份不符的活动。如有吸食和贩卖毒品、盗窃、打架斗殴、卖淫嫖娼等违法行为,将注销其有效签证,并取消其学习资格,剩余学费概不退还。

当学生出现违法犯罪行为、旷课及违反学院规章制度等符合学院退学相关规定情形时,经学院学生处核实情况后,下达退学通知,学费将不再退还。

3.住宿费退费:学生在学期内退学,住宿费按学生在校实际住宿天数及学院相关收费标准计算退还金额。

(二)退费流程

1.主动退费相关流程

1)提出申请:学生需通过学生管理系统提交退学申请。

2)审核材料、计算退费金额:经专修部、图书馆分别通过学生管理系统,对学生退学申请的真实性、学习情况、借还书状态进行审核,再由学生处审核住宿情况,招生办核定退费细则并计算费用,同意其离校。

3)退费处理:在确定退费金额后,财务处根据上述退费细则核定后发放费用。

2.被动退费相关流程

经学生处核实学生情况后,向专修部、招生办及学生发送退学通知,此后步骤按照退费流程进行。

(三)特殊情况处理

1.如遇不可抗力因素(如自然灾害、政府政策调整等)导致学院无法正常教学或提供住宿服务,学院将根据实际情况另行制定退费方案,并及时告知学生。

2.对于因病等特殊原因无法继续学业的学生,学院将根据具体情况,在审核相关证明材料后,按照公平合理的原则处理退费事宜。

 

Regulations on Refunds for Non-degree Chinese Language Class Students of Beijing Chinese Language and Culture College

(Excerpted from the Regulations on Tuition Collection and Refunds for Non-degree Chinese Language Class Students of Beijing Chinese Language and Culture College, issued on January 14, 2025. In case of any ambiguity arising between the two languages, the Chinese version shall prevail.)

 

(I) Refund Standards and Procedures

Application Fee

The application fees paid by all students will not be refunded for any reason.

Tuition Refund

(1) Voluntary Refund

Withdrawal application within six weeks: If a student applies for withdrawal within six weeks (calculated in natural days, including six weeks) from the date of arrival for study, the tuition will be calculated and refunded according to the number of days the student has studied at the college and the college’s charging standards.

Withdrawal application after six weeks: If a student applies for withdrawal more than six weeks (calculated in natural days) from the date of arrival for study, the tuition will not be refunded. After six weeks of the start of the semester, the college has arranged a complete teaching plan for the students, allocated corresponding teaching resources (including teaching staff, teaching materials, teaching facilities, etc.), and the teaching activities have been carried out normally, so the tuition will not be refunded.

(2) In principle, the tuition paid by students who join a class midway will not be refunded.

(3) Compulsory Refund:

According to the “Exit and Entry Administration Law of the People's Republic of China”, international students studying in China are strictly prohibited from engaging in any off-campus part-time jobs, work, or other activities that are inconsistent with their identities during their study at the college. If they commit illegal acts such as drug use and trafficking, theft, fighting, prostitution, etc., their valid visas will be cancelled, their study qualifications will be revoked, and the remaining tuition will not be refunded.

When a student commits illegal or criminal acts, is absent from class, or violates the college’s rules and regulations, and meets the relevant regulations for withdrawal from the college, after the student affairs office of the college verifies the situation, a withdrawal notice will be issued, and the tuition will not be refunded.

Accommodation Fee Refund: If a student withdraws from school within a semester, the accommodation fee will be calculated and refunded according to the actual number of days the student has lived on campus and the college’s relevant charging standards.

 

(II) Refund Procedures

Procedures for Voluntary Refund

(1) Submission of Application: Students need to submit a withdrawal application through the student management system.

(2) Material Review and Refund Amount Calculation: The Teaching Department and the Library will review the authenticity of the student’s withdrawal application, the student’s study situation, and the status of borrowing and returning books through the student management system respectively. Then the Student Affairs Office will review the accommodation situation, and the admissions office will verify the refund details and calculate the amount, and approve the student’s departure.

(3) Refund Processing: After determining the refund amount, the Financial Office will verify and issue the refund according to the above refund details.

Procedures for Compulsory Refund

After the student affairs office verifies the student’s situation, it will send a withdrawal notice to the Teaching Department, the Admissions Office, and the student. Thereafter, the steps will be carried out in accordance with the refund procedures.

 

(III) Handling of Special Circumstances

In case of force majeure factors (such as natural disasters, government policy adjustments, etc.) that prevent the college from providing normal teaching or accommodation services, the college will formulate a separate refund plan according to the actual situation and inform the students in a timely manner.

For students who are unable to continue their studies due to special reasons such as illness, the college will handle the refund matters in accordance with the principle of fairness and reasonableness after reviewing the relevant supporting materials according to the specific situation.
